Romans 13:1 Let every person be subject to the governing authorities. For there is no authority except from God, and those that exist have been instituted by God. 2 Therefore whoever resists the authorities resists what God has appointed, and those who resist will incur judgment. 3 For rulers are not a terror to good conduct, but to bad. Would you have no fear of the one who is in authority? Then do what is good, and you will receive his approval, 4 for he is God's servant for your good. But if you do wrong, be afraid, for he does not bear the sword in vain. For he is the servant of God, an avenger who carries out God's wrath on the wrongdoer. 5 Therefore one must be in subjection, not only to avoid God's wrath but also for the sake of conscience.
The Bible does tell us to submit to governing authorities. God saw fit to have governing authorities put in place to protect us from the wrong doer. The governing authorities of a country are called servants of God. They had the power of the sword, which was an instrument of death in the Roman world of Paul’s day. What if the government authorities command us by law to do what God forbids? We must obey God rather than man in that case just as Peter did as recorded in Acts 5:29. If the government makes a law that we must perform abortions, then the medical staff who honor God must break the law rather than disobey the Lord.
The primary function of government is protection, not provision. The Lord is to be our Provider, not the government He provides government to protect us from sinful people and nations. Much harm comes when the government becomes the source of provision. If the government is corrupt, people become corrupt and put up with the corruptness in order to gain their provision. People tend to please the one they see as their provider. If people trust God for their provision, they will seek to please the Lord. All people benefit when people please the Lord.
Are you submitting to the governing authorities? Are you willing to disobey the government when they command you to personally disobey the Lord? Are you looking to the government for your provision or looking to the Lord? Do not conform to the ways of this world, but be transformed by learning and living according to the truth revealed in the Bible. We can do this by living by faith in the Son of God, Jesus (Galatians 2:20).
